How to Get a Water Well Permit in Utah

Navigating the Utah Division of Water Rights process can be confusing. We've broken it down into clear steps β€” and we can handle most of it for you.

Verify Your Water Right

Search the Utah DWRi database to check existing rights on your parcel before applying.

Apply for a Water Right

File an "Application to Appropriate Water" if no right exists. Domestic use ≀0.5 acre-feet may qualify for an expedited domestic exemption.

File Your Well Permit Application

Submit a well permit application through the Utah Division of Water Rights online portal with your licensed driller's information.

Receive Your Start Card

Once approved, you receive your Authorization to Construct (Start Card) β€” this must be posted at your drill site. Drilling cannot begin without it.

Drill & File Driller's Report

Your licensed driller completes the well and files a Driller's Report with the state within 30 days of completion.
